How can I find out if an Access to HE course is of an appropriate quality?
You should check that the course is QAA (Quality Assurance Agency for Higher Education) recognised. You can do this by searching for the course in the database of QAA-recognised Access to HE courses. Certificates issued by Access Validating Agencies (AVAs) carry the ‘recognised by’ logo.

I work in HE admissions: how can I be sure that an Access to HE course without GCSE equivalences in mathematics and English language provides students with sufficient numeracy and literacy skills?
Access to HE courses are designed with the express purpose of equipping students with the skills they need to succeed in HE. As part of QAA’s recognition scheme, courses are required to be developed, approved and monitored with the involvement of HE representatives so as to ensure that the course is fit for purpose for the intended HE progression route(s). If you have queries about the specific numeracy and literacy content of an Access to HE course you should contact the course provider or the AVA that validates the course. They will be able to provide detailed information on the curriculum content.
